ANNOUNCEMENT
The Kingston Township Board of Supervisors held Executive Sessions on Wednesday, January 28, 2009 and Wednesday, February 4, 2009 to discuss pending litigation and personnel matters. No official action was taken.
BUSINESS
1. Public Comments.
2. Public Hearing on the Planning Commission’s recommendation to approve the Conditional Use Application of Verizon Wireless to construct a 100’ Telecommunications Monopole located at 337 Bunker Hill Road.
3. Planning Commission’s recommendation to approve the Kost Tire Preliminary Land Development plan pending receipt of the following items from Borton-Lawson’s Comment Letter dated October 1, 2008: Items #6, 7, and 8. With the following waivers:
1. §402(B)(13) and §506(G) Grading and Utility Easements.
17. §507(A) Minimum of 2% of slope away from structures.
3. Ratify the proposed agreement with Luzerne County for the rent of 11 Carverton Road to District Magistrates Tupper’s offices in the amount of $2,100 per month for five (5) years with a two percent (2%) annual increase per year and the option for a five (5) year extension.
4. Authorize the Township Manager and Solicitor to draft amendments to the Police Pension Fund Ordinance and schedule a Public Hearing for March 11, 2009.
5. Appointment of Attorney James Valentine as the Township’s solicitor for labor issues.
6. Opening of the Road Material bids.
7. Authorization to seek RFP’s for 2009 Line painting.
8. Amendments to the Administrative Code, Section 1, Part 11, Township Employee Manual, Subsection 1129, Smoking to comply with Pennsylvania’s Act 27 of 2008, The Clean Indoor Air Act.
9. Discussion on amending the Administrative Code, Section 16, Part 1, Park Regulations, Subsection 103, Prohibited Conduct to include no smoking.
10. Approval of the March 1, 2009 Debt Service payment due for the 2003 Bond Issue in the amount of $34,455.63 (interest only).
11. Appointment of Civil Service Commission member to fill the seat of resigned member Tom Shone.
12. Accept the resignation of Karen Rose from the Recreation Commission and authorize the Township Manager to advertise for letters of interest to fill the vacancy.
13. Authorize attendance by the Township Manager at the PELRAS Annual Training Conference in State College March 25 to March 27, 2009.
14. Discussion on the purchase or denial of terrorism insurance coverage.
15. Discussion on the traffic light conversion.
16. Approval of facility use requests:
A. Request of Christopher Rose for the use of the “Herb Hill Room” to conduct a Blood drive for his Eagle Scout Project on Sunday, April 5, 2009 from 8:00 am to 2:00 pm.
B. Request of the Kingston Township Raiders for the use of the “Herb Hill Room” for their annual sign-ups on Saturday, March 21, 2009 from 9:30 am to 2:30 pm.
C. Request of the Kingston Township Lions Club to use the “Herb Hill Room” on the third Monday of each month until further notice for their meetings beginning February 16, 2009 from 6:45 p.m. to 9:15 p.m.
D. Request of Back Mountain Youth Soccer for the use of Center Street Park Field on Fridays, Saturdays, and Sundays from August 1, 2009 to November 30, 2009.
17. Comments on the Monthly Reports.
18. Comments on the 1-31-09 Financial Reports.
