Kingston Township, Luzerne County, is seeking applicants for the
position of Assistant Township Manager.
The Assistant Township Manager is a full-time, salaried, mid-level
supervisory position in the Department of Administration. The Assistant
Township Manager reports directly to the Township Manager and is
responsible for the maintenance of all Township financial records.
Candidates must be proficient in an Accounting based financial program,
performing Payroll and all related functions associated thereof, as well
as Accounts Payable and Receivable. The ideal candidate must also be
proficient in Word and Excel, have excellent interpersonal and
organizational skills in addition to being self-motivated, detail
oriented and a team player. The Assistant Township Manager serves as
Acting Township Manager in the absence of the Township Manager and with
the approval of the Board of Supervisors.
Experience in municipal government and a degree in accounting is
preferred, but not required. Salary will be based upon experience and is
combined with a competitive benefit package. Kingston Township residency

POSITION DESCRIPTION - ASSISTANT TOWNSHIP
MANAGER
GENERAL DEFINITION
The ASSISTANT TOWNSHIP MANAGER is a full-time, salaried, mid-level
supervisory position in the Department of Administration. The ASSISTANT
TOWNSHIP MANAGER reports to the Township Manager and is responsible for
the maintenance of all Township financial records, communicating
assignments from the manager to various department heads, conducting
research into special projects, serves as Acting Township Manager with
approval of the Board of Supervisors, and assists the Manager in
planning, organizing, staffing, coordinating, and budgeting for all
Township operations.
ESSENTIAL JOB FUNCTIONS
Fundamental requirements of the ASSISTANT TOWNSHIP MANAGER.
The ASSISTANT TOWNSHIP MANAGER must have the physical ability to perform
the following job functions:
Prepares and/or supervises preparation of the Township payroll and all
related reports and filing related thereto, including, but not limited
to, payroll tax payments, quarterly tax reports, W-2 forms, and payroll
checks.
Maintains and/or supervises all Township financial records, funds, and
accounts including, but not limited to, deposits, transfers, receipts,
bank reconciliation’s fund balances, accounts payable, and accounts
receivable.
Prepares the monthly financial reports for the Board of Supervisors and
Township Manager.
Assists the Township in the preparation of the Township’s annual budget.
Supervises the operation of the Township computer system, troubleshoots
problems, coordinates with vendors, and directs Township staff in the
operation of the system.
Receives, processes, and responds to citizens service requests and
complaints.
Coordinates road damage deposit program with the Zoning Officer.
Maintains files and issues invoices relating to Ordinance Violations and
insures payments are received.
Maintains records of Earned Income Tax collections.
Issues and reconciles pave cut permits with utility companies and
insures payments are received.

Prepares for and assists in the Township’s independent annual audit.
Files all Government and State agency annual reports.
Approves purchase orders in an amount up to $500.00 in the absence of,
with prior approval of, the Township Manager and prior budget approval
or the Board of Supervisors.
Helps to prepare and take minutes for the Regular Supervisors’ Meetings,
Special Meetings and Public Hearings and on occasions will need to be
available to take the minutes for the Public Work Sessions.
Maintains employee relations with Healthcare benefits, files
enrollments, changes and cancellations with Insurance carriers and
maintains the files thereof.
Transfers employee workers compensation claims to the Township insurance
carrier and maintains Township files on claims.
Complies data for the Township pension plans and advises the Township
Manager and employees on compliance issues and verifies information to
auditors and pension consultants.
Performs related work and special projects as directed by Township
Manager.
Supervises office staff in the absence of the Township Manager.
Operates office equipment including, but not limited to, computer
system, typewriter, adding machine, photocopier, and postage machine.
Performs general offices work when necessary, including but not limited
to, typing, copying, filing, and phone answering.
Represents the Township Manager at official functions, and/or meetings
when requested.
MINIMUM ACCEPTABLE TRAINING & EXPERIENCE
A degree in Accounting, Business Administration or management, or a
minimum of five or more years experience in a related capacity is
preferred. Proficient skills with computer programs including, but not
limited to an Accounting based Financial program, Word and Excel and
bookkeeping experience is required. U.S. Citizenship is required.
Township residency is required within eighteen (18) months of date of
hire. |
| Summer
Recreation Program |

The 2008 Kingston Township Summer Recreation Program will be held from
June 23rd through August 15th. The program is open exclusively to
resident children of Kingston Township who have completed Kindergarten
up to 12 years of age at time of registration. Proof of residency, age
and proof of the completion of Kindergarten for 5 yr. olds will be
required at the time of registration. Registration fees are $45 for the
first child and $25 for each additional child per family and must be
paid at the time of registration. One (1) Township Logo t-shirt will be
provided to each child upon registering. For more information, please
call the Kingston Township Municipal Building at 696-3809.
This Summer Program will be conducted each weekday, weather permitting,
from 9 a.m. until 4 p.m. Program participants will meet at the Center
Street Park each morning. Children should bring a bag lunch and drink
each day. Parents are reminded that the children are responsible for
their own admission fees for field trips, swimming, and other
activities.
The Recreation Supervisor and Counselors will have many exciting and
enriching activities planned for the children. Each day spent at the
Center Street Park will include sports, games, guest speakers, music,
and arts and crafts. In addition, there will be several field trips
throughout the summer.
This program is sponsored by the Kingston Township Board of Supervisors,
who encourages you to register your child on Saturday, June 14th at the
Center Street Park Pavilion from 10 a.m. until 2:00 p.m. Thereafter,
registrations will ONLY be accepted at the Administration
Office, June 16th through June 27th, 8:30 a.m. to 4:30 p.m. The last day
for registration is June 27th, 2008, 8:30 a.m. to 3:30 p.m. |

a Hot-Line Number for the convenience of the Township residents. The
Hot-Line Number will provide Township residents with office hours, tax
collector hours and the latest information in the Township. The

Kingston Township Zoning Officer reminds the residents of the Township
that it is illegal to attach garage/yard sale signs to utility/telephone
poles, or trees. The signs should be attached to individual stakes. All
such signs should be removed no later than two (2) days after the sale.
Violators may be fined up to $30. Additional information may be

| Vegetation Nuisance Ordinance |

The residents of Kingston Township are reminded that the Township’s
Vegetation Nuisance Ordinance requires that all grass or weeds on occupied
properties are to be kept trimmed to a maximum height of six (6) inches.
All grass or weeds growing in excess of six (6) inches in height maybe
declared to be a nuisance and subject to a fine. Additional information
may be obtained from the Zoning Officer at 696-3809 daily from 8:30 a.m.
to 4:30 p.m.

Kingston
Township residents and property owners are reminded not to place
encroachments, such as fences, landscaping timbers, trees, shrubs, or any
other items within the Township street right-of-way.
Property
owners need to be aware that they do not own up to the edge of the
roadway. Street right-of-ways
vary from thirty-three feet to fifty feet. Residents that are unsure of the width of their street may call the
Township Office for further information.
Residents
are also reminded that this area is not their property and that the
Township has the authority to order removal or to remove, the
encroachments from the street or road right-of-way.
The
Township is asking for cooperation from all residents in respecting the
public right-of-way. Residents
with questions may call the Township Manager or Zoning Officer
at 696-3809.

| Fire Departments Lower ISO |

The
Kingston Township Board of Supervisors would like to commend the
Shavertown Volunteer Fire Department and the Trucksville Volunteer Fire
Department for the hard work and dedication put forth that has resulted in
the lowering of the ISO (Insurance Services Office) ratings, in portions
of the Township.
Residents should contact their local Fire Company to see if they live in
an area that has been affected. The Shavertown Volunteer Fire Company can
be reached at 675-1302. The Trucksville Volunteer Fire Company can be
reached at 696-1871.
Insurance companies use ISO rating to help determine costs. If you live in
an area that the rating has changed, you should notify your insurance
carrier to see if the ISO change will have an affect on your insurance
costs.
